Rules for Féile 2010.

1. Participation in the Everbuild Dublin Féile Peil na nÓg competition assumes proper acceptance and adherence to the Charter Rules of Féile Peil na nÓg and the Ladies Gaelic Football Association Code of Ethics and Good Practice.

2. All players must be under 14 years of age on the first day of January of the current year. A panel shall be confined to a maximum of 24 players and three team mentors. All players must play as per their squad numbers on the registration form for the entire time that the team remains in the competition. A breach of this rule may lead to a deduction of points or expulsion from the competition. No change to the named panel is permitted [see Rule 20] and any alteration to the registration must be made with to the venue Co-ordinator prior to the first game of the weekend. After that no alterations will be accepted.

3. Any Club participating in the Dublin Féile that has fielded a team, proven to be illegally constituted shall be debarred from participation in the Féile for a period of five years.

4. A parade of teams to take place at each Final with a view to making it a memorable occasion for the girls. Our National Flag along with the Dublin and Cumann Peil Gael na mBan Flags will fly at all venues where possible. Amhrán na bhFiann will be played/sung before the Division 1 Final in Glenalbyn [and where possible at venues before the rounds competition starts].

5. The Organising Committee will appoint a co-ordinator at each venue who will act as Rúnai for the venue. In the event of a dispute s/he will consult immediately with the Organising Committee. The decision of the Organising Committee/Dublin Ladies Executive is final.

6. In the event of a dispute relating to team illegality or as a result of a spot check the venue Co-ordinator shall have the power to demand, and shall receive, the Name and Date of Birth of the player concerned.

7. Games Rules
a. All games will be played on a 15-a-side basis.
b. In rounds of 4 teams there shall be 15 minutes per half.
c. In rounds of 3 teams there shall be 20 minutes per half
d. Semi-Finals and Finals shall be 15 minutes per half
e. An interval [half-time] of 5 minutes will be allowed.
f. Unlimited substitutions are allowed, only during a stoppage in play and with the permission of the referee.
g. Size 4 footballs must be used.
h. Games shall be played on a full size pitch.
i. Ladies Football Rules will apply except:
j. All kick-outs after a score or a wide shall be taken from the 13m line.
k. Sin-Bin rules and 'double yellow' card rules are modified as below

8. In the round stage, 3 points will be awarded for a win and 1 point for a draw.

9. Deciding the winners
a. The initial stages will be played on a league basis. The number of qualifiers will be decided by the Organising Committee.
b. In the event of a tie in points between two teams [to qualify for the next stage] at the end of the round stage, ten minutes extra time (2X5) will be played. If a draw still results after extra time, an additional unlimited period of extra time will be played, the team to register the first score to be deemed the winner. For this latter period of extra time the referee will toss a coin to decide which way the teams will play
c. In the event of a 3-way tie the teams will be drawn out of a hat with the first team out awaiting the play off between the other two. The winner of the play off will play the first team out of the hat to decide the qualifier. These play-offs shall be 2 x 5 mins halves. The additional time rule in (b) applies in the event of a draw.
d. The format is similar for a 4-way play off with the 2 winners then meeting to determine first and second places. These play-offs shall be 2 x 5 mins halves. The additional time rule in (b) applies in the event of a draw.
e. In the event of a draw at the end of normal time in the semi-final stage or in the finals, the rule (b) shall be applied

10. All teams shall wear their official club colours. If there is a clash of colours the teams shall change by mutual agreement. If mutual agreement cannot be made, the Referee shall toss a coin and the winners shall keep their colours while the other team shall change.

11. Team officials are not allowed encroach on to the field of play without the permission of the referee. All teams will only be allowed 3 mentors and 1 medical officer on the sideline of the pitch at any given time.

12. A player sent off for a Red Card offence as per the Official Guide shall be suspended for a minimum of 1 month. Should the offence be repeated in a calendar year, she shall be suspended for a minimum of 3 months. The player will play no further part in the Féile competition.

13. A player who commits a Yellow Card offence as outlined in the Official Guide shall have her name taken and sent off the field of play (Sin Bin) for a period of 5 minutes playing time. If she repeats any of these Cautionable Offences, she shall be shown a second Yellow Card followed by a Red Card and sent off the field of play for the duration of the game which shall include Extra Time where played. A player shown 2 yellow cards (and consequently a Red Card) in a game shall miss the next game in the competition. A repeat 2 Yellow-Card offence in another game in the Féile competition will terminate her involvement in the competition.

14. Disciplinary issues involving adults will be dealt with as per the Official Guide.

15. A player leaving the pitch for a blood injury must report to the Co-ordinator before returning to the pitch.

16. All Féile teams may not play in a lower Division to that which they are in the League unless authorized by the Organising Committee.

19. A maximum of 5 players from Higher Division teams than the Féile Team from age levels below U14 will be allowed 'play up' in the competition. There is no limit to the number of lower age players playing up who are from the same division or lower than the Féile team.

20. Only the players listed on the Application Form as given 3 days before the Competition commences shall participate. Where clubs have entered 2 teams for the Féile and either side is eliminated from the competition this panel of players may not play with the second team panel.

21. The decisions of the Organising Committee and/or the Dublin Ladies Executive Committee will be final on both days.
