Competitions

 

3.0 The CCC shall hold championships each year in both Hurling and Football at the following grades; Senior, Intermediate, junior, under 21 and minor.

 

Football Championships

 

3.1.1             The Senior Football Championship shall be played according to the “back-door” format agreed by Coiste Contae on February 2nd 2009. In event of any team failing to fulfil a fixture in the senior championship proper or in the relegation championship that team shall be considered to be the losing team in the subsequent relegation championship final and shall be relegated. Third level Colleges will be exempt from the relegation championship.

 

3.1.2             The 2008 and 2009 Intermediate Championship shall be played according to the format agreed at the November 2007 Coiste Contae meeting. The Junior Football Championships shall be played on a knockout basis with one open draw made for the first round. The CCC may set up “B”, “C”, “D”and “E” championships with extra time to be played in all rounds of the Junior B, C, D and E football championships. Where it is decided to play an “E” championship it shall be confined to one team Clubs in AFL 9 or below.

 

3.1.3             In the Intermediate and Junior Football championships (including “B”, “C” championships etc) the winning team shall be promoted to the next highest championship.

 

3.1.4             A player who plays in any Football championship (including a “B”, “C” etc championship) match may not subsequently play in a lower football championship of the same year.

 

3.1.5             The various Under 21 championships shall be organised on a knockout basis while Minor Football championships shall be organised on a Round Robin basis. CCC shall have sole discretion on gradings for these championships. Extra time shall be played in all U21 Championship Fixtures and all games shall be fixed on a play or concede basis.

 

3.1.6             No club shall have to fulfil a championship fixture in the 13 days prior to any senior inter County championship fixture (7 days prior to any Intermediate, Junior, Under 21 and Minor inter county championship fixture) involving a Dublin team where one or more of their players are members of that Dublin teams official Inter County Panel. In league competitions clubs shall play without their players who are on inter County duty. Exception: Clubs shall be entitled to a postponement if one or more of its players are required on the same day on the official panel by a Dublin Inter County team for championship or National league or Leinster Inter Provincial teams for Inter Provisional championship or Ireland for International (Compromise) Rules for the final two rounds of the league and any league play off game.

 

3.1.7             No adult football match shall be called off for a minor player who is involved with the County.

 

Football League Competitions.

 

3.2.1             Subject to the policy set by County Committee the CCC shall each year, conduct the Adult Football All-County Leagues having considered proposals from County Committee regarding the manner in which the competitions shall be run..

 

3.2.2             Where a club has teams competing in more than one division or has more than one team in the same division a panel of twenty players for each team except the lowest grade must be submitted to the CCC before the team plays their first game in the league. Where a club fails to submit a panel CCC shall consider the first twenty players to be used in a league to be that club’s panel. Panels as submitted will be published by email to club Secretaries to allow clubs to monitor compliance.  A player may only play for one team in any League Division – Penalty ; Team -Loss of match on objection, Player – 4 Weeks Suspension.

 

3.2.3             No player on such panel shall be eligible to play on another team in the same division or in a lower division. Penalty – Team – Loss of match to opponents on objection.  Player – 4 weeks suspension.

 

3.2.4             A player may not play in any league division if he has played in more than three games in any higher league division(s) in the same season. Penalty – Team – Loss of match to opponents on objection.  Player – 4 weeks suspension.

 

3.2.5             Minor Leagues shall each year be organised by CCC having considered any relevant proposals from County Committee. Team gradings shall be at the discretion of the CCC. All Minor League games shall be fixed on a play or concede basis.

 

3.2.6              A special 13 a side minor league (or 14 / 15 a-side by agreement of both teams) for non exam players may be organised from June to Sept.

 

3.2.7             Under 21 Leagues may be organised by CCC if they deem them necessary having considered any relevant proposals from County Committee. Team gradings shall be at the discretion of the CCC.

 

3.2.8             The CCC shall /may organise and conduct Adult and Minor Cup Competitions having considered any relevant proposals from County Committee. Gradings shall be at the discretion of the CCC. Eligibility of players will be decided by CCC for various competitions. Penalty – Team – Loss of match to opponents on objection.  Player – 4 weeks suspension. Teams entering Cup competitions do so on the understanding that they must play in those competitions without players who are (1) required for any county / representative panel or (2) playing hurling league or championship with their club. The CCC shall refuse to accept a Cup entry from a club if, in the opinion of the CCC, accepting the entry will have an adverse impact on hurling within that club

3.2.9             . The regulations outlined in Rule 139 /117 TO 2008 shall apply to all league competitions.

 

 

Hurling Competitions

 

3.3.1           The Senior Hurling Championships shall be played according to the Hurling Competition Plan 2008 as passed by Co. Committee and shall include 12 (or 13) clubs and 4 regional teams (one to be drawn to each group independently). There shall be four groups of 4 (or three groups of 4 and one group of 5) with the top two teams in each group going forward to the quarter finals. The semi-finalists of the previous championship shall be seeded to place one in each group; this is dependent on no regional team reaching the semi-finals. In the group stages scoring difference shall apply in accordance with Rial 117 T.O 2007. If necessary extra time shall be played in quarter-finals.

 

3.3.2           All games, whether in the league or knockout phases of the competitions (SHC ‘A’., SHC ‘B’, IHC and Junior Championships) are deemed to be championship games.

 

3.3.3           Minor Hurling Championship shall be run on a round robin qualifying basis (scoring difference to apply) with groups of a maximum of 4 and a maximum of 16 teams in each competition. (Exception; lowest grade may have more that 16 teams). All games shall be fixed on a play or concede basis.

 

3.3.4           Under 21 Hurling Championship shall be played on a knockout basis with extra time to be played in all rounds if required.. All games shall be fixed on a play or concede basis.

 

3.3.5           All adult cups are 13 – a side competitions or 14/15 a side by agreement.

 

3.3.6           Adult Hurling Leagues shall have promotion and relegation. The top two teams in the league are deemed promoted while the two bottom teams in each group shall be relegated. This does not apply to the lowest league. The regulations outlined in Rule 139 /117 TO 2008 shall apply to all league competitions.

 

3.3.7      The senior B, intermediate and all junior championships shall be run partly on a league basis,   

               each having 12 teams (except the lowest championship) with 2 groups of 6 with teams

              playing 5 games each. Each group shall include one promoted and one relegated team from the

              Previous championship. (Exception – no promoted team in the lowest championship).                                               

              The top team in each group qualifies for the semi-final. 2nd and 3rd in

              each group play in the quarter finals. 2nd Group A V. 3rd Group B – 3rd Group A v. 2nd Group

              B.  Score difference to apply. Championship winner and runner-up promoted –bottom team

              relegated. Top two teams play in final for “league” title. Championship semi-finals and finals

              to be played at neutral venues where possible.

 

3.3.8       (All County) Adult Hurling Leagues.

-       One round of 11 games on home and away basis.

-       Teams to play without inter-county players.

-       Top two teams play in the league final.

              The regulations outlined in Rule 139 /117 TO 2008 shall apply to all league competitions.

3.3.17       Where possible all championship semi-finals and finals shall be played at neutral venues.

 

General Regulations relating to Coiste Cheannais ná gComórtaisí (CCC).

 

  1. The CCC shall make fixtures, and if necessary adjust same, provided proper notice (5 days) is given. For cup games and all replays or back matches proper notice shall be considered to be 4 days. Notice of fixtures shall be forwarded to clubs in writing or by email. It shall be the responsibility of clubs to check their email for fixtures. Time of delivery where fixtures are sent by email will be deemed as the time of the transmission. If the transmission is after 6pm on any day or is on a weekend and the recipient is affected by time limits in making a response the time of receipt shall be deemed to be 10.00am on the next working day. In the case of back matches or replays notice may also be given verbally.

 

  1. All games must be played as scheduled. In exceptional circumstances only, the Chairman of the CCC may cancel a match. In such circumstances (e.g.: a bereavement –of an immediate family member of a player / team mentor / Club Officer only –where the game is scheduled prior to –or on – the day of the funeral) the game will be rescheduled by CCC at the earliest opportunity after the date of the original fixture. Failure to comply loss of points and or fine of €100. CCC may fix hurling back matches on a football week or vice versa.

 

  1. If clubs are agreeable they may bring a fixture forward to an earlier date provided that both Clubs notify the CCC Secretary in writing and receive CCC permission. Clubs who cancel or postpone any fixture without notifying the CCC, the referee and the referee’s coordinator will be subject to loss of points and or a fine of €100. This will be applicable to both clubs.

 

  1. Where there is a doubt about availability of a pitch for any reason the onus is on the home Club to switch any game fixed for there to a suitable alternate venue or to the opponent’s pitch if available. The CCC shall have the authority to appoint an alternate venue if it deems it necessary. It shall be the responsibility of the home club to make the necessary arrangements i.e. contact the opposition, referee, referee’s co-ordinator and CCC. Failure by a club to adhere to this regulation may entail loss of game and a fine of €100.

 

  1. Where a pitch has not been declared unplayable by 6pm on the day prior to a fixture the final decision on making such a declaration shall rest with the official referee in consultation with the CCC Chairman or Secretary and Park authorities. Failure by a club to adhere to this regulation may entail loss of game and a fine of €100.00

 

  1. Teams who fail to fulfil a League fixture for any reason, except with the permission of the CCC Chairman or acting Chairman, shall be fined €100 for the first offence and eliminated from the competition after the second offence, this includes promotional and relegation play off’s. Teams eliminated from a league competition under this regulation shall be relegated to the next lowest league division for the next season.

 

  1. Clubs who fail to fulfil a Cup fixture shall be fined €50 for the first offence and eliminated from the competition after the second offence.

 

  1. Any club failing to fulfil a fixture where the appointed Referee turns up for the game or who fails to pay the referee’s out of pocket expenses must pay this allowance by cheque to the Secretary of Coiste ná Reiteoiri within 7 days following receipt of notification from the CCC Secretary. Failure to do so will incur a fine of €100 in addition to the outstanding referee’s expenses.

 

  1. In the event of the appointed referee failing to attend any Cup game at adult or minor level clubs may agree on a suitable referee, failing any such agreement Clubs may toss a coin for the right to supply a referee. Failure to comply will result in the loss of points for the guilty club(s).

 

  1. Where neither the opposing team nor the appointed referee appear at a venue to play a match officially fixed and to officiate thereat, and where no provision has been made in bye-law to cover such eventuality, the mentor of the team present is empowered to report the facts to CCC and claim the points or match for his team.

 

  1. Clubs shall be required to provide the following; a size 5 match football / sliother. A ground of the standard and dimensions required by Teorai Oifigúil with (a) all markings properly flagged on both sidelines, (b) pitch surface to be in order regarding safety and length of grass etc, (c) Goalposts to be properly fixed, goal nets securely fixed and suitable for Football and Hurling as required, and (d) End lines and parallelograms to be marked in full. Failure to comply – loss of points to home team should that team win or draw plus €50 fine, and a fine of €100 should that team lose.

 

  1. All trophies must be returned to CCC prior to August 31st of each year or earlier if required by CCC. Failure to comply shall entail a fine of €1000. Clubs are responsible for the safe upkeep of trophies in their custody and will be liable for any repairs or replacements.

 

  1. Football promotion playoffs – Division One Top 4 semi-final Team finishing in 1st place V. Team in 4th place. Team in 2nd place V. team in 3rd place.   Winners to play in final.  In AFL 2-4 - 1st team declared as winner. In AFL 2-4 Teams 2 to 5 to play off for promotion. Semi-finals 2 v. 5 and 3 v. 4.Winners to meet in promotional final. AFL 5-9 top team declared league winner second team promoted, bottom two teams are relegated. AFL 10-12 top two teams in each group play for promotion whilst bottom two teams in each group play off for relegation with no relegation from the lowest division. League winners and runners-up must accept promotion to the next highest league division. Rule 117 ( C) T.O 2007 shall be applied in all leagues where teams finish equal on points for promotion or relegation play-off stages.

 

 

  1. Football Relegation Playoffs AFL 1-4: 4th last team V. Last team. 3rd last team V. 2nd lasts team. Both losers to be relegated to next lowest league division. In AFL 5-11 bottom two teams are relegated to next lowest league division. Score difference will be used to determine final league positions.  Play-off games shall be played at neutral venues if available. Failing that venues shall be decided by a toss of a coin. For the purpose of determining final league placings any team eliminated from a league shall be considered to have finished in last place in a league regardless of the points they have accumulated up to the time of their elimination.
  2. Teams not ready to start a match 30 minutes after the official start time shall be considered to have failed to fulfil the fixture.

 

  1. In the event of a colour clash both teams must wear their alternate jerseys (unless there is alternate agreement between the concerned clubs). Failure to do so will result in the imposition of a fine of €100 on the offending clubs.

 

  1. The following competitions shall be 13 aside – AFL 10 and below, AHL 5 and below, all Football Cup competitions. All Hurling Cups. Minor Football and Hurling Divisions 3 and below in both League and Cup.  However, in any of the above competitions where both teams have sufficient numbers to make up either 14 or 15 aside, the game may by agreement commence with that number. Where the agreed number is less than 15, up to 20 players may be used by the team with the greater number of players present. All Championship games shall be 15 aside.

 

  1. Clubs must nominate a club official/s who will be responsible for supplying match results to CCC / Sportsmanager. Failure to supply results to CCC / Sportsmanager within 48 hours of a fixture shall entail a fine of €50.00 per result on the home Club. Where a result of a game is not supplied to Sportsmanager / CCC within 14 days of the fixture that game shall be declared null and void.

 

  1. CCC shall fix matches for flood lit and /or all weather or synthetic pitches as it deems necessary. Any team refusing to play on such pitches shall be deemed to have failed to fulfil the fixture and shall be dealt with in accordance with regulation 6 above.

 

  1. The CCC reserves the right to amend its published games calendar as it deems necessary.

          

Football and Hurling Championship Match Regulations.

 

 

  1. Lists of team panels (1 to 24) for inclusion in Match Programmes in all senior football championship fixtures, senior hurling championship fixtures and all other competition finals must be received by the CCC Secretary at least 3 (three) days prior to the game. (€200 fine).

 

  1. The number of players allowed entry to a Ground / Dressing Room shall be 24 (twenty-four) and only these 24 (twenty-four) will be published in the match programme. (€100 fine).

 

  1. The number of Club Officials allowed entry to a Ground / Dressing Room shall be 7 (seven).   (€100 fine).

 

  1. A maximum of 9 (nine) players shall be allowed in the “dug-out” (situated in the stand at Parnell Park) and they must be seated at all times.  A maximum of five officials which shall include medical personnel shall use the seats provided along the side line but must remain seated. The team manager (who must wear a distinctive bib) is permitted to remain on the sideline but must use the provided seating. (€100 fine). The team manager is permitted to move along the sideline to make changes / give instructions but must return to the provided seating immediately. In Hurling 3 (three) Hurley carriers per team are permitted. In both hurling and football two water bottle carriers per team will be permitted.

 

  1. Players must be numbered exactly in accordance with the published match programme. (€100 fine).

 

  1. There shall be uniformity in colour of shorts and socks. (€50fine).

 

  1. Teams will be allowed access to the pitch where possible 15 (fifteen) minutes immediately prior to the commencement of their game. (€100 fine).

 

  1. Players / substitutes are not permitted to have a kick / puck about on the pitch at half time. (€100 fine).

 

  1. 2 (two) authorised team officials / medical officers (both wearing distinctive bibs) may attend to an injured player on the field of play. These officials shall not enter the field of play until permitted to do so by the Referee / Linesman. (€100 fine).

 

  1. Officials and players shall not urinate in any open public area on or around a pitch before or during a game. (€250 fine).

 

  1. Children under 14 years of age are not permitted in any of the following areas under any circumstances – pitch, dug-out, dressing room area. (€100 fine).

 

The onus is on each club to ensure that their members are aware of, and adhere to, these regulations. The penalties outlined after each regulation above are minimum penalties.
